It is my pleasure to welcome you to the National Asian Peace Officers’ Association’s (NAPOA) 23rd Annual Training Conference. This year, we are celebrating the 30th anniversary of NAPOA, commemorating the legacy of Asian Pacific Americans (APA) in law enforcement, which has been marked by struggle and defined by the ability to overcome all obstacles.
Under the theme, United We Stand, the conference features presentations designed to assist our members, our partners and our customers meet the ever-changing challenges we will have to face together in the 21st century.
More recently, the NAPOA conferences have partnered with Federal, state and local law enforcement agencies and departments. I would like to recognize the following agencies that generously sponsor this conference: the Federal Air Marshal Service, Transportation Security Administration, U.S. Secret Service, U.S. Marshals Service, Naval Criminal Investigative Service, and Massachusetts State Police.
The conference also provides us an opportunity to honor those APAs whose ground breaking actions make it possible for all of us to experience success:
- The Sheriff Harry Lee Leadership Award is presented to TSA Federal Security Director Fred Lau and NYPD Assistant Chief Thomas M. Chan.
- The Detective Chang Apana Award is presented to USDA OIG Assistant Inspector General of Investigation Karen L. Ellis.
- The Lifetime Achievement Award is presented to NAPOA founder father, NYPD retired Detective Paul Chu.
- Special service award is presented to Karen R King Esq.
- Posthumous recognitions for U.S. Secret Service Deputy Assistant Director Alfred Wong and B.A.T.F.E. Special Agent Leslie Gee.
I must also acknowledge and thank all those who made this event possible: the executive boards of NAPOA, BAJS, NAAALEC and the many volunteers who continue to pull these grand occasions together.
